County Advocacy
County funding accounts for approximately 98% of Ramsey County Library’s annual budget, making it by far the biggest and more important source of funds. 2025 is a budget-planning year, when the budget for 2026 and 2027 is being formed.
December 18, 2025
On December 11, 2025 about 25 library supporters wearing matching library T-shirts attended Ramsey County’s public budget hearing. Five attendees spoke powerfully about the impact of Ramsey County Library on our community. The following day, the Pioneer Press published an article highlighting the strong library presence at the hearing. We also know that many of you contacted your County Commissioners to share your own library stories. We are so grateful that you showed up for your Library!
While this outcome was not what we hoped for, your advocacy truly mattered. Your efforts raised awareness about the importance of libraries in our community and the challenges RCL is facing. Through this process, we had productive conversations with County Commissioners, and we move forward in partnership—with the goal of increasing Library budget support in future years.
The Friends remain committed to supporting RCL by increasing our annual grant in 2026 and continuing to raise awareness and advocate for the Library at multiple levels. Please join us by donating or becoming a member of the Friends.

In September, we let you know that Ramsey County’s proposed budget for 2026-2027 included a budget shortfall for Ramsey County Library. If approved by the County Board of Commissioners on December 16th, this shortfall will require a staff reduction of five full-time equivalent positions, which would result in reduced Library programs and services, including a closure of the Shoreview Library on Fridays.
As a library support organization, we are concerned to see funding for the Library moving backwards instead of forwards. Will you join us in letting County management know that you are concerned too?

Ramsey County Library Friends will be gathering a group of Library supporters to attend the County’s public hearing on the proposed budget for 2026-2027, in order to communicate our support for Ramsey County Library and our concern with the Library’s proposed budget shortfall. We’d like to share important information with you regarding Ramsey County’s proposed budget for 2026-2027 and how it could impact the Ramsey County Library system.
Ramsey County presented the proposed budget to the Board of Commissioners on September 2nd. Due to financial pressures on the County and rising service costs, this budget proposal, if approved, would result in a budget shortfall for Ramsey County Library that would necessitate a reduction of Library staff by 5 full-time employees. The most significant impact of this reduction would be the closure of the Shoreview Library on Fridays, starting in 2026. Fortunately, the Library will be able to avoid layoffs by eliminating positions that are currently vacant.
While we are disappointed by this news, we also support the Library and the County as they make difficult budget decisions.
It’s important to note that this proposed budget is not final. There will be two public hearings: one on September 22nd and another on December 11th. The County Board of Commissioners will vote on the budget on December 16th.
As Ramsey County residents and Library supporters, we encourage you to participate in the budget process. You can attend public hearings, provide testimony, submit comments, or contact your Commissioner directly. More information about how to participate can be found on the County’s budget website.
Details for attending or streaming the first public hearing on Monday, September 22: You can attend in person at the Council Chambers, which are in Room 300 in the Saint Paul City Hall – Ramsey County Courthouse at 15 West Kellogg Boulevard in St. Paul. Federal Advocacy
The Institute of Museum and Library Services, a federal agency, provides funds for state-managed library services (including Interlibrary Loan and Minnesota Braille and Talking Book Library), which benefit Ramsey County Library and library users. IMLS also funds library research and grants, which benefit all libraries in the US.

The Friends and the American Library Association celebrate today’s (November 21, 2025) ruling in federal court in Rhode Island permanently blocking the Administration’s actions to dismantle the Institute of Museum and Library Services.

On November 21, the U.S. District Court for the District of Rhode Island struck down the Trump Administration’s attempts to dismantle the Institute of Museum and Library Services (IMLS). The decision was issued in response to a lawsuit filed by the Attorneys General of 21 states.
The President of the American Library Association, Sam Helmick, said, “Today’s court decision is a powerful affirmation of what libraries mean to America. It restores everything that the executive order tried to take away: shared access to books in rural and remote areas, essential virtual learning tools, children’s reading programs and the countless library services available to anyone who walks into a public, school or academic library. This isn’t just a win for the 21 states who filed the case–it’s a win for every library user and every American in every state and territory.”

On March 14th, President Trump issued an Executive Order to eliminate the Institute of Museum and Library Services (IMLS), which represents less than 0.003% of the federal budget but is an important funding source for libraries.
In Minnesota, loss of IMLS funding endangers Interlibrary Loan (ILL) and the Minnesota Braille and Talking Book Library (MBTBL) that serve all public libraries in the state, including Ramsey County Library. Both are important services. With ILL, library users can have books from anywhere in the state delivered to their home library, and MBTBL provides direct library service to Minnesotans with print disabilities.
Minitex – IMLS Information Minitex is a state-wide organization that provides interlibrary loan services, as well as other services for the entire state of Minnesota. They receive significant funding from IMLS. This website includes information about the impact of the executive order on Minitex, and a detailed timeline.
